Chief Deputy Fire Marshal

This position will remain open until it is filled; the posting will be taken down once a candidate is selected. The State Fire Marshal's Office is searching for a Chief Deputy Fire Marshal. Successful candidates may be based in offices in Boise, Coeur d'Alene, or Idaho Falls. This position requires approximately 75% of travel throughout Idaho. All State Fire Marshal's Office staff participate in and coordinate with an integrated statewide system designed to protect human life from fire and explosions through fire prevention, investigation, public education activities, as well as aiding local fire agencies throughout the state. The Chief Deputy supervises a team of five deputies and a fire plans examiner, while reporting directly to and acting as backup for the State Fire Marshal.

Responsibilities:

  • Coordinate the work of and directly supervise the statewide fire marshal deputies in other regions in fire investigation and prevention activities;
  • Maintain the primary responsibility of fire prevention in a multi-county district;
  • Serve as a technical expert in the application of specific fire, safety and technical codes and standards;
  • Prepare and deliver presentations on fire related issues to civic groups, fire district commissioners, city councils, and the public;
  • Inspect schools, prisons, and government buildings and premises;
  • Conduct investigations to determine the origin and cause of fires;
  • Consult with local fire authorities, architects, engineers, and the construction trades regarding fire code interpretation, and review construction plans for compliance with the current adopted fire code;
  • Prepare detailed reports and correspondence;
  • Develop and present instructional material to train local authorities in fire prevention, code compliance and fire investigation;
  • Travel in and out-of-state as required;
  • Coordinate activities and responses with the State Fire Marshal and other department personnel.

Secondary Responsibilities:

  • Manipulate computer database to store, retrieve, compile, and analyze data to develop regular and special reports;
  • Serve as expert witness at the request of the court;
  • Respond to telephone and walk-in inquiries regarding fire prevention and investigations;
  • Maintain files for self in all areas of position;
  • Other projects, as assigned by State Fire Marshal.

Minimum Qualifications:

  • Some knowledge of training methods typically gained by one (1) year or more of full-time work experience that required knowledge of training methods, which included presenting training sessions to groups; or successful completion of a college level course or 16 hr. training which covered training methods, including forms of communication, learning styles, course design, and presentation skills.
  • Good knowledge of the International Fire Code typically gained by certification in the use of the International Fire Code from a state agency or International Code Council; or successful completion of professional training (i.e., the National Fire Academy) which covered the International Fire Code.
  • Good knowledge of supervisory practices typically gained by one (1) year or more of full-time work experience that required knowledge of supervisory practices, including giving work assignments, monitoring, consulting and advising staff, giving significant input for hiring employees, preparing performance evaluations, and handling grievances and discipline issues; or successful completion of a three-credit college level course or 40 hr. training which covered the five (5) elements of management: planning, organizing, staffing, directing and controlling.
  • Good knowledge of fire prevention principles and practices typically gained by two (2) years or more of full-time work experience that required knowledge of fire prevention principles and practices; or successful completion of two semesters of college-level coursework or 80 hrs. of training which covered fire prevention principles and practices (I.e., the National Fire Academy).
  • Good knowledge of the characteristics and behavior of fire typically gained by successful completion of a college-level course or training which covered the characteristics and behavior of fire; AND received Firefighter 2 certification, the equivalent from the National Fire Academy, or other recognized training institution.
  • Good knowledge of investigative techniques typically gained by two (2) years or more of full-time work experience that required conducting investigations, developing conclusions, and providing recommendations for legal actions; or successful completion of professional training (I.e., the National Fire Academy) which covered investigative techniques.
  • Experience: providing consultation to fire departments/districts (including combination and/or volunteer departments) in fire investigation techniques and prevention practices typically gained by two (2) years or more of work/volunteer experience that required fire investigations and prevention activities AND successful completion of a college-level course or training which covered fire investigation techniques and prevention practices.
  • Experience: making oral presentations to groups typically gained by one (1) year or more of full-time work experience that required making oral presentations to groups; or successful completion of a three-credit college level course or 40 hr. training which covered and required making presentations to groups.
