Hong Kong Applied Science and Technology Research Institute (ASTRI) was founded by the Government of the Hong Kong Special Administrative Region in 2000 with the mission of enhancing Hong Kong's competitiveness through applied research.
ASTRI's core R&D competence in various areas is grouped under five Technology Divisions: Advanced Electronic Components and Systems; Artificial Intelligence and Trust Technologies; Communications Technologies; IoT Sensing and AI Technologies; and Intelligent Perception and Control Technologies.
It is applied across six core areas which are Smart City, Financial Technologies, New Industrialisation and Intelligent Manufacturing, Digital Health, Application Specific Integrated Circuits and Metaverse.
Over the years, ASTRI has nurtured a pool of research, I&T talents and received numerous international awards for its pioneering innovations as well as outstanding business and community contributions.
As of 2023/24, ASTRI has transferred more than 1,500 technologies to the industry and has been granted over 1,100 patents in the Mainland, the US, and other countries.
To support our constant endeavour to position Hong Kong as a world-class smart city and an international hub of innovation and technology, we are seeking qualified professionals to fill the following position(s):
Job Responsibilities:
The appointee will serve as a strategic partner, reporting directly to the Senior Director of Human Resources (Head of HR). Key responsibilities include:
HR Team Leadership: Act as the Deputy Head of HR, leading and collaborating with team members to deliver a comprehensive range of professional HR services, including manpower planning, budgeting, rewards management, talent acquisition, staff development, performance management, succession planning, and employee relations.
Strategic Support: Assist the Head of HR in preparing HR-related Committee papers and formulating and reviewing HR, talent acquisition, and staff development strategies, initiatives, policies and procedures in alignment with organizational goals and labor law requirements.
Project Leadership: Lead HR projects and programs (e.g., grading and pay structure review, staff development and engagement plans) to meet business needs, including independently delivering briefing and training sessions.
HR Analytics and Reporting: Measure, evaluate, and identify performance metrics to generate insights and analytical management reports that support HR strategic planning and decision-making by senior leadership.
Process Improvement: Review and streamline HR processes to enhance operational efficiency and support future business growth. Provide consistent and practical advice to address HR issues.
Advisory Role: Provide expert advice and innovative solutions to line managers to ensure effective implementation of HR initiatives, and to boost workforce productivity, engagement and retention.
Budget and Expenditures: Oversee budgets for the Human Resources, Staff Development, and Talent Acquisition teams, including forecasting, tracking, and monitoring expenditures. Provide monthly updates to management.
Perform any other duties as assigned by the supervisor.
Job Requirements:
A recognised university degree in Human Resources Management, English Studies or related disciplines is preferred.
A minimum of 12 years of experience in human resources, including at least 3 years in managerial roles within sizable organizations, ideally in public sector entities. Candidates with less experience will be considered for the Senior Manager position.
Strong background in human resources management, encompassing areas such as Talent Acquisition, Organizational Development, Compensation & Benefits, Performance Management, and Learning & Development.
Well-versed with prevailing trends in HR systems and HR practices
Sound knowledge of the Hong Kong Employment Ordinance and related legislation.
Highly organized, detail-oriented, and capable of multitasking effectively.
Proven ability in rapport building and stakeholder management.
Resilient and well-organized leader of high integrity, possessing sound business acumen and judgment.
High proficiency in written and spoken English, Chinese, and Putonghua.
Proficient in MS Office applications.

The appointment will be on renewable contract terms with a competitive salary and performance-linked variable pay. Fringe benefits include paid leave, medical, insurance coverage and contribution to MPF. The incumbent will normally worka five-day week.
